Special autonomy law has failed, stop election of MRP

Jakarta – People of Papua has several times expressed the attitude that, of Act No 21 of 2001 regarding Special Autonomy (Autonomy Act) for Papua Province has failed. Therefore, the central government asked to revoke the status of the Papua Special Autonomy Law.
If the people of Papua have expressed the attitude of the Special Autonomy Law and the related failure to reject it, means the electoral institute Papuan People's Assembly (MRP), which also as the "spirit" of the mandate of the Special Autonomy Law itself should cease immediately.
After nearly ten years of attending the Special Autonomy Law on Papua, which look exactly human rights violations committed by state apparatus itself has increased. TNI/Police continue to use street violence in solving problems in Papua. The military operation is still being conducted. Truth and Reconciliation Commission as mandated by the Special Autonomy Law article 45 paragraph 2 to date has not been in shape.
While funds continue to roll Autonomy, even each year increases, there is no clear guidance in the use of such funds. As a result, corruption is everywhere. Corruption Eradication Commission (KPK) did not dare touch the corrupt in Papua. We reckon this is a system of omission committed by the central government to divide the Papuans themselves.
In addition, the division in the Papua region also continues to be done, regardless of the readiness of the local community. Autonomy Fund should be allocated for community empowerment, is wearing out to build on local government infrastructure expansion, including new Kodim, a new battalion, and military headquarters of even more.
And what's worse, is how the government of Indonesia banned foreign journalists, diplomats and foreign NGOs, to enter the territory of Papua. There is a kind of "travel letters" that must be obtained before going to Papua. Indirectly, the Indonesian government has said that the Papuan area unsafe to visit, or dangerous to visit. Padalah, we know already nearly ten years of the Act Autonomy is present in Papua.
Already some time the people of Papua to the Indonesian government expressed disappointment related to the chaotic implementation of special autonomy. How sweet promise initially linked the presence of the Special Autonomy Law that he said would bring a significant change for the life of the people of Papua, but it does not provide any benefit, even a catastrophe.
The first time, on August 12, 2005, tens of thousands of people of Papua with Papua Customary Council (DAP) conducted a long march from the MRP office at Kotaraja, to the office of the Papuan People's Representative Council (DPRP) in Jayapura – They walked as far as 20 km, while carrying a coffin. He symbolizes the death of the Papua Special Autonomy Law, and the casket was handed over to members of the council to be forwarded to the central government in Jakarta.
Next, on 18 May, 2010 yesterday, thousands of people of Papua with Papua People's Democratic Forum (Fordem) came to the MRP. Expressing disappointment related to the implementation of the Special Autonomy Law which does not provide any benefit. And requested the central government is responsible for all conflicts, including the failure of the Special Autonomy Law in attendance because it was too forced.
Then, a peak on July 28, 2010, almost 12,000 times the people of Papua with Papua Fordem DPRP office visit, then proceed to the office of Governor of Papua. Ask for accountability board and the Governor related to the implementation of Autonomy of turmoil. In action this time, a period of time to sleep in the office of the DPRP after failing to meet with the Governor of Papua.
Seeing no response from the provincial government and central government, Papuans are composed of religious leaders, political leaders, traditional leaders, youth leaders, along with the MRP do great deliberation next few weeks, in the office of MRP, Kotaraja. Here the people of Papua to produce 11 recommendations, which must be filled by the central government.
Eleven is the first recommendation, the Special Autonomy Law (Autonomy) No 21/2001 be returned to the Indonesian government. Second, the people of Papua, demanding dialogue with the central government mediated a neutral international party. Third, Papuans demanded a referendum to liberation politics.
Fourth, the people of Papua, demanding that the government of Indonesia recognizes and restore the sovereignty of West Papua nation which was proclaimed on December 1, 1961. Fifth, the people of Papua urged the international embargo on aid in the implementation of special autonomy in Papua.
Sixth, it is deemed not necessary to revise Law No. 21/2001 jo UU No 35/2009 because autonomy proved to have failed.
Seventh, the whole process of regional head election in the districts/cities in Papua and West Papua cease immediately. Eighth, Papua and West Papua Province fresh menghentian luarserta transmigration program of strict monitoring of migration flows from outside Papua.
Tenth, the people of Papua urged immediate release of detainees politics and political prisoners from Papua. Eleventh, the MRP and the indigenous people of Papua encourage PT Freeport Indonesia will soon be closed.
In fact, until recently 11 recommendations were ignored by the central government, while continuing to conduct the election of MRP members vol II. This is an insult to the people of Papua. Menyikap this, yesterday, Thursday (01/26), the Papuan people with religious leaders in Papua have been to the DPRP. They bring a "coffin" again, this time the two states failure Autonomy with the same action.
Looking at developments like this, we of the Coalition for Student Papua express our attitude, which denies the existence of the Special Autonomy Law on Papua, because its implementation has failed miserably. We also asked the government to immediately stop the election of MRP volume II is in progress. And demand in MRP replied eleven recommendations that have been submitted to the DPRP for forwarded to the central government.
In addition, the Indonesian government must also open space dialogue with the people of Papua, which in mediation by a foreign State or international. Papua problem is not a problem in the country, but an international problem that needs to seek the form of settlement in a fair, dignified and thorough.
